In recent years, with the constant and rapid development of inland navigation in our country, increasing hazardous chemicals is transported along Yangtze River main line, Yangtze River has became the main channel of hazardous chemicals in the Chinese eastern and western parts. The transportation of growing hazardous chemicals poses increasingly great threat to cities and towns, water intake, population, and natural environment, etc. The transportation in the Yangtze River brings convenience, has also induced environment pollution, hidden danger, and other problems. Various serious accidents have frequently happened; it causes enormous economic loss and abominable social influence. The security problem of hazardous chemicals transportation in our country is facing new challenge, and brings to more attention of every enterprise relative and government. Therefore, based on hazardous chemicals transport leaking accident in the Yangtze River, it has became an important research subject of the Yangtze River hazardous chemicals transport safety to scheduling emergency rescue resource fast and effectively, and to improving the level of accident rescue.This thesis revolves mainly around the emergency rescue resource scheduling of Yangtze River hazardous chemicals leaking accident, the main content is as follows:The thesis reviews the research on the management of waterway hazardous chemicals and the accident emergency rescue resource scheduling in detail, it analyzes the existing problem and disadvantages of this aspect in domestic which demonstrates direction and idea for the research on the emergency rescue resource scheduling of the Yangtze River hazardous chemicals leaking accident.The thesis analyzes the characters of the Yangtze River pollution accidents and hazardous chemicals leaking accidents, and then discusses the dynamic action mode. Based on the foundations of previous studies and the actual situation of the Yangtze River hazardous chemicals leaking accident, the forecasting algorithm fitted for the Yangtze River hazardous chemicals drifting and diffusing is proposed.The thesis summarizes the content and characters of emergency rescue resource demands and the allocation of the resource. Based on the case reasoning, the demands forecasting method of emergency rescue resource is constructed.After analyzing the importance and characters of emergency rescue resource scheduling, according to the actual situation of the Yangtze River, the thesis proposes hypothesis of scheduling model, based on the hypothesis establishes scheduling model, and then solves the model.By means of C#language, Visual Studio development environment and Access database technology, this thesis realizes softwareize of drifting and diffusing forecasting, emergency rescue resource forecasting, and scheduling decision.The result of thesis will provide an important basis and guideline for the emergency rescue resource scheduling of Yangtze River hazardous chemicals leaking accident, and would also provide corresponding advice for the relieving commander.
