China's Social Insurance Fund Management Studies

At present, the social insurance system reform has entered a crucial stage. The key of the social insurance system is the social insurance fund management. The answer to the question, how to strengthen the management of the social insurance fund in our country, varies from different perspectives. The government departments, the academic institutions, and the practitioners who are engaged in the current social insurance work all have instinct views. However, we are still in lack of a systemic and in-depth solution, concerning the major working point of China's social insurance fund management, especially the important problems such as how to manage and operate the social insurance fund. We must realize the fact that there are many problems in the raising, investment and supervision of the fund.In this case, I would like to use the Marxist economics theories, modern economic, financial and managerial theories, as well as the my own experience in theory and practice, in order to discuss about total operation and management of Chinese social insurance funds and bring up a series of specific suggestions and countermeasures, regarding the raising, investment and supervision system of social insurance funds.This article consists of foreword and the main body. First of all, the foreword introduces the theoretical and practical significance as well as the current research of the social insurance fund management. Afterwards, the ideas and research innovation of this article are also mentioned. At last, this paper expands on the opinions that needs further research.The body can be divided into three parts. The first part introduces the definition and characteristics of social insurance funds, meaning of effective operation, raising and investing patterns as well as the payment mode and form, with the purpose of bring readers a scientific and comprehensive view.The second part describes the internal relations of social insurance fund management. It mainly analyzes the relationship between the'operation'and'management'of Chinese social insurance funds from four different aspects, which are security and income, operation and management, law and regulations, as well as beforehand and afterwards.The third part systemically discusses about the status quo and major problems of the social insurance fund management system, and also put forward a series of countermeasures. First of all, this system has both economics and social functions; meanwhile, it also has four instinct characteristics, including sociality, enforceability, unity and compatibility. Its most prominent value is the crucial role it plays in maintaining social stability and equity. Secondly, on the basis of analyzing present situation of the system, this article points out four important problems, including lack of fund-raising, low income on investment, inefficient management and not-fully-established supervision system. Finally, the thesis submits five countermeasures, namely expanding financing channels, separate operation of funds and personal accounts, investment diversification, raising the levels of coordination and establishing effective supervision system.
