Problems And Countermeasures Of The New Rural Social Endowment Insurance System In Hunan Province

Abstract:Establishing the new rural social endowment insurance system is an important policy which thoroughly implements the scientific concept of development, accelerates the construction of the social security system covering urban and rural areas and also a major measure to expand domestic demand, change dual structure in urban and rural economy, and make sure that elderly people will be properly cared for. Since the beginning of2009, China has piloted the new rural social pension insurance for nearly four years, which has progressed rapidly and achieved remarkable results. Hunan Province is a typically populous and agricultural province, and faces a serious problem of aging population, so the implementation of the new agricultural insurance policy in Hunan is not only necessary but also with a very strong possibility. Early implementation of the new rural social endowment insurance system has achieved some results, but there are inevitably some problems during the implementation process.This study takes Changsha County’s new rural social endowment insurance system pilot as a case, surveys124rural residents, with the methods of questionnaires and in-depth interviews as combination, and analyzes the current implementation status of the new rural social endowment insurance pilot work in Changsha County. Combined with the actual situation and the survey results, this article explores the problems from three aspects--the system itself, implementation of object, and executive body of the system during the pilot process and puts forward a sound proposal for the new rural social endowment insurance system, from system, policy and enforcement levels. Furthermore, this study also explores experience and good practices of the new rural social endowment insurance system in Changsha County.From the background, and meaning of the new rural social endowment insurance policy, this paper searches and collects research data of the related issues both at home and abroad, and introduces both domestic and foreign research results. Based on the reality of the implementation of the new rural social endowment insurance system in Hunan Province, this paper takes Changsha County as a case and combines with actual situation of the new rural social endowment system promoted in Changsha County, and makes use of questionnaire and interview methods, thereby finally putting forward relevant proposal to improve the rural social endowment insurance system in Hunan Province. During the early stage of the implementation of the new rural social endowment insurance system, this study makes reference for the implementation of the new rural social endowment insurance system in Changsha County, and also plays a referential significance for Hunan Province and even our country’s underdeveloped central regions.
