Multiple Supply System Research, And Public Utilities Reform

During the new phase of Comprehensively building a well-off society I, promoting the reform of public utilities, upgrade the level of public services, provide more and better public goods to meet the growing demand has become a major issue that the government is facing. In response to the needs of social diversification, and in order to better meet the public's rising demand of public goods, the government makes the private sector, the third sector and other providers join into the field of public services, and make full use of other providers' advantages in meeting the needs of certain groups and optimized the public goods' supply to increase effective supply. But in the attempt of diversification, many serious problems have emerged, such as over-marketing reform, the tendency of losing public welfare. To deal with this real problem, this paper explore its root causes, that is a lack of theoretical knowledge of each provider's core area of services, the order of selection and the selection criteria, which results in some confusion on the operation. From the perspective of the supply system's reconstruction, this paper explores and analyses the main path and strategy of our country's public services reform.First of all, this paper analyses our country's history of public services reform and evaluate the past reform from a historical and realistic view to clear this reform's realistic foundation; Then clear the internal logic between the supply of public goods and the public services reform: different supply system of public goods is in fact the governance tools that the main providers of public services design and choose in order to meet the specific needs of the public utilities. Meanwhile this paper points out the provision problems of public services and seeks their root causes. Based on the governance theory and the theory of public goods, this paper re-arranges diversified supply system, clear the sequence in choosing providers and their core areas and selection criteria. All of these lay the theory foundation for the public services' diversification reform. From the diversification reform to the effective governance in the area of public services, it needs the support of internal and external environment. Finally, the paper explore the effective strategy of public services reform, proposed the relevant system-building measures, and reposition the government's role, in order to promote the reform of public services carried out smoothly by changing the government's functions.
