Therefore, developing the processing trade in the western region is inevitable choice,the development of the processing trade will also promote the rapid development of western's economy, and the processing trade industry's shift to the west is an inevitable trend.However, under the background and tendency of Green economy and Ecological security building, the region must not only develop the economy, but also pay greater attention to local ecological building and environmental protection in order to maintain the sustainable economic development, when a large number of processing trade industry shift to the west area, there will be a possession and use of the resources in the area, the damage will be caused to a large extent to local ecosystem. Then, the western region should pay more attention to its own ecosystem-building,when they are in the pursuit of their economic development.Under such circumstances, how to develop the processing trade to promote economic development, and also work out the relevant regulation and policy of ecological security and environmental protection have become imperative task. we will in-depth research the coordinated development of environment and trade, concluded that the sustainable economic development and environmental regulation is the mutual interaction; at the same time , we studied the foreign-related legislative experience of ecology and environment,and with the actual situation in the western region, we come to the conclusion that the enterprises pay is the best choice of ecology and environment regulation,This will not only increase overall social welfare, but also promote the ecology and environment protection,it plays a certain role in maintaining the sustainable economic development; according to Michael Porter's "win-win" concept: Regulation can promote the enterprise innovating constantly in its' technology, and improve the competitiveness of their products. So we will draw up a set of scientific and comprehensive regulation and policy of ecology and environment to promote the sustainable economic development of the western region.
