To ensure its healthy development, timely direction of shift and upgrading of processing trade become very urgent .since the implementation of processing trade policy, the structure of processing trade has been characterized by strong in east, weak in west .processing trade of china mainly focus in the eastern coastal area, little changes has been taken place in the regional situation in the past ten years. So the optimization of regional situation of processing trade becomes one of the important target of shift and upgrade of processing trade. After twenty years of development, the processing trade in some developed are of our country shows tendency of saturation, so for those area, upgrading and shift is goal of development for the future. And the western areas where processing trade is not so developed become the main choice for industry transfer from developed area. The regroupment of new round of production elements promotes the upgrading and shift of processing trade in coastal area, it also bring good opportunity for the western areas to break through the development barrier and realize the fast development.Development of foreign trade is the objective requirement for realizing the goal of building a well-off society in all rounds. The step of global industry transfer and regroupment is moving faster, the flow of production elements become internationalized.
