| The high speed development of the industrialization and urbanization in our country has produced a special colony—farmers who lose land. It has brought out a series of problems which influenced the social stabilization and development of the current rural areas. The employment problem of the farmers who lose land is also a big question in the world with Chinese characteristics, and the employment of the farmers in the Pearl river Delta has a special aspect.Farmers who lose land may also lose the living security, they will face the existing problems at present and in the future under the circumstance when the government has problems in the conversion of land and the social insurance has not ensured. So it is urgent to solve the employment problem of the farmers who lose land. With the higher demand of social employment and the increasing number of migrant workers, farmers who lose land usually have lower success rate of employment because of their disadvantages in age and knowledge. So Government should standardize and perfect the employment issue in the aspect of system and government function.The first thing to solve this problem is to speed up the development of district economy. Better jobs can be offered if economy is improved. Next, we should strengthen the construction of labor market and perfect the public employment service system. The third, we should develop the rural education, rely on science and education to rejuvenate the nation. There are two tasks we have to keep working at: One is the basic education, the other is vocational education. The reemployment rate of the farmers can be improved only when their overall quality has raised. Finally, we should deepen the land reform system, widen the rights of the land owner, allow them to enjoy the advantages of the social economic development and have more fund to widen their employment way.It's a long, hard and complicated systems engineering to improve the public labor service system and solve the reemployment problem of the farmers who lose land. It refers to the development in urban and rural areas, the regional development, the economic social development and the harmony development between man and nature; it refers to the speed and rate relation of industry, agriculture and other industries; it refers to the national land system, policy, democracy and legal system; it refers to the work of functional departments at all levels: finance, labor, judicatory, education, business, taxing authority, science, statistics...; it also refers to the government at all levels and many enterprises, it needs to be carried out with the effort of all society. |
