China is the world’s most populous country. The problem of employment is a major challenge facing our government. Employment is the people’s livelihood. Solve the problem of employment properly relations with the country’s stability and the healthy development of social undertakings. In recent years, affected by the situation of world economic development, China’s employment situation is grim. The unemployment problem is particularly serious. In the2012government work report, Premier Wen Jiabao pointed out that the government will do everything possible to expand employment Governments at all levels must continue to implement a more active employment policy and strengthen occupation training and public employment services.At present, the public employment services in China has basically established a stage five service platform which includes province, city, county (city district), the streets (countryside), community (village). County labor market which is the intersection of urban and rural labor force undertakes the dual pressures of China’s urban employment and rural labor employment. It is a key and difficult to solve the employment problem of China’s labor force. The county government as the connecting urban and rural area and the important local government, plays an essential basic role in promoting the employment service system reform. County public employment service system which plays a special role in the governance of employment in China has also attracted a growing number of scholars to research. Therefore, the research of improving the county public employment service system will have important academic value and practical significance.From the perspective of practice, county governments which are administrative privileges grass-roots governments is the key to the implementation of public employment services. The county public employment service system is based on case study analysis. The paper selects X county of Shandong Province, as case study. Through questionnaires and site visits, the paper which starts from the point of view of the employment service object needs studies on the supply status of the X county public employment service system. The article attempts starting from the analysis of X county case study to summarize countermeasures comprehensively. Learning from the foreign employment service system reform, combined with China’s specific national conditions, we should apply the from the particular to the general principle of reasoning to summarize the general applicability of the county employment service system reform and improve the measures for improving China’s county public employment service system.From the theoretical perspective, domestic academic is more concentrated on comparative international experience and national public employment service system or agencies. But it is rarely involved in the county public employment service system. China’s labor market search theory is more concentrated about the employment phenomenon in the labor market. And it is rarely studied from the perspective of labor market search on the county public employment service system. The introduction of new theoretical perspective is helpful to the multi-angle analysis of the county employment service system. It also expands the breadth and vision of the analysis of the problem and enriches our public employment service system.The article consists of five main components in addition to the introduction.The first part is the part of theoretical foundation and assumptions. It mainly described the labor market search theory which is the main theoretical research perspective. It also interprets the core concepts and theoretical hypothesis of the labor market search theory. Combined with the actual situation of China’s county public employment service, the paper puts forward the assumption of this research.The second part is the part of the study design and data acquisition. The part of this article which introduces the case study in detail makes a note to the questionnaire design method and the release process.The third part is the section of the data analysis and the discussion of results. This part uses the data analysis software on the questionnaire data for quantitative analysis. It tests and verifies the theoretical hypothesis. It also summarizes the needs of job seekers of the county public employment services and makes a depth analysis of questionnaires.The fourth section is the part of strategy and suggestion.According to the depth analysis of questionnaires, the paper puts forward suggestions to improve the county public employment service system.The fifth part is the section of research summary and review. In this part, the paper which makes a summary of the full test points out the inadequacies of this study.The future of the study was also prospected. This article which is based on literature study on the domestic and foreign public employment service combines the labor market search theory with the public employment service system in an attempt to innovate research fields and research perspectives.(1)Research field:the county public employment service system is the important force to promote the employment. It is very important to solve the problem of unemployment of urban and rural labor force. Our country academia pays little attention to the county public employment service system. In view of this, this article selects a case county as research object. It makes the paper more creative.(2)Research perspective:Labor market search theory is the important theoretical tool for explaining the unemployment problem in labor economics. Domestic academic in the application of labor market employment search theory usually used to study the special groups’employment behavior. The paper which uses this theory to explain the county job demand for improving the county employment service system remains vacant. The paper which takes the needs of job seekers as a starting point applies the related concepts and assumptions. It tries to put forward suggestions to solve the problem of unbalance demand and supply of public employment services in order to improve the county public employment service system. Such an attempt is a distinct innovation.
