After three times of 'circling land' (during the 1980s, around 1992 and 2003 year) which made lots of peasantry lost their land, the problem of lose land's peasantry is increasingly prominent. It has become the focus which the whole society are paying attention to. Begin with the social focus of the problem of lose land's peasantry, I have formed a comprehensive and profound cognition and brought forward my own views and suggestions by researching of the social events and reading the literature in and abroad. The main purpose of the thesis is deepening the theory cognition, forming a integrated academic system and offering some academic consultation for dealing with the problem of lose land's peasantry.I knew the lose land's peasantry's actuality of life and thought well by field survey, and I analyzed the root of obsessing the lose land's peasantry in analytical method of positivism and integration. I brought forward my own views and suggestions of dealing with the problem of lose land's peasantry by comparing the experience and lesson of that in and out of China, with the knowledge of economics, law, sociology and so on.The first part of this article, on the base of dissertating the conception and characteristics of lose land's peasantry and the problem of lose land's peasantry, analyzes the general situation of lose land's peasantry and the problem of lose land's peasantry, and points out the importance and pressure of dealing with the problem of lose land's peasantry.
