A national festival is a platform which shows the culture. It can not only reflect a nation's diet, entertainment and customs, but also its spiritual beliefs and ethics. The study object of this paper is Chinese Russians in Ergun in Inner Mongolia. As descendants of China and Russia, the uniqueness is not only their performance but also the cultural fusion of the two countries. The most representative character is their double holiday system in their culture. In this paper the author seeks to discuss the festival culture of Chinese Russians based on the field work of Ethnology and the acculturation theory of culture change. And discuss how to develop tourism of Chinese Russians by integrating with national festivals, so that it will maintain Russians own cultural connotations, making national tourism development and national folk culture to interact.This paper consists of five parts: The first chapter introduces the reason and significance of the paper, relevant developments in China and abroad as well as the use of the theory and methodology. In the second chapter, firstly it defines the objects of this paper. Secondly it introduces the area of the study. Finally it summaries the formation of the Chinese Russians. In addition to this chapter introduce the culture of Chinese Russians, involving economic, diets, construction and interior layout, language, art, religion, marriage and funeral customs. The third chapter is about the Russian festivals, mainly about religious festivals and traditional festivals. Then the Russian and Chinese festivals of the Chinese Russians, the aim is to compare the two different cultures. In the forth Chapter the author emphasizes on the description of the most important festival of Chinese Russians which called Basque, especially analyzes the festival culture with acculturation. The fifth chapter is the last part of this paper, mainly rethink the interaction of the festival and tourism and it should pay more attention to the significance of the Russian festival in the local tourism industry, it can develop the culture with festival and promote tourism with festival culture.
