After years of reform, China's state-owned enterprises'energy and competitiveness have greatly enhanced, and the team of state-owned enterprises'operators has strengthened. However, in the wake of market competition, enterprises governance has shifted to the core of the core competencies'building and training. As the leader of a country can affect to a large extent, a country's direction, enterprises'operators in particular the high-level operators, can affect enterprises'development strategies and management direction ,and proceed to have great impact on the competitiveness of enterprises. In that case, what kind of operator is a good operator, and then a good operator should have which qualities. This study attempts to provide a basis by means of analysis of the literature, interview and survey studies for the resolution of these issues in China's modern environment, that's the component parts of competence dimension of state-owned operators.I had the privilege to participate in the State Council Development Research Center of a large-scale enterprise operators'competence survey, and which provides a convenient to this thesis. The first part of this thesis is the introduction, it's mainly about the research background, the purpose, the significance and the research methods of the study; the second part is about the competence of the literature review; the third part is the interviews with survey of the enterprises operators competence ; the fourth part is the descriptive statistics of the survey data , as well as the use of factor analysis to distinguish a business operator's competence dimensions; in the fifth part ,use the structural equation model to verify the factor analysis of the Competency-dimensional model in the fourth part, and describe every factor. This study concluded that China's large-scale state-owned enterprise operators competence in six dimensions: personal charm and exemplary role,the ability to discover and make the best use of talents,the ability to regulate resources and responsiveness to the market,the ability of strategic positioning,and ability to learn to deal with conflicts,relations Capability.
