When there are short of skilled workers, especially high-skilled workers in the whole country, shortage of high-skilled workers is also happening in the water industry that is inconsistent with the critical infrastructure status which water conservancy roles as in the national economy and social development, and impedes the sustainable development of water resources in a certain extent. To this question, we should research to cultivate skilled workers in the water industry which has a good theoretical and practical significance.In this paper, the methods of literature, questionnaire, case interview and comparative analysis are applied to research. By anlysising the status of skilled worker's procession and actuality of bringing up skilled workers in the water industry, and comparative analysising with the training of technical workers in the enterprise, the questions and their reasons of bringing up skilled workers in the water industry are found, the advantage and disadvantage influencing factors of bringing up skilled workers in the water industry are analyzed, the strategy and measures which can do a good job in training skilled worker in the existing systems are proposed.Water resource is a public welfare industry, most of skilled workers work in the institutions. Compared with the Skilled workers in enterprises, there is a prominent feature that they can not creat directly economic efficiency which can be created by the skilled workers in the enterprises, but they can create social and indirect economic benefits, which led people pay less attention to bring up skilled workers. Moreover, the national uniform policies, such as wages and benefits are executed in the institutions which are not as flexible as enterprises so that the outlay of bringing up skilled workers is uptight, and incentive mechanism is not too strong. In the current unchanged system, water industry should bring up the skilled workers with low-cost and spirit inspirit.The innovation of this paper is that research skilled workers mainly working in the water industry of institutions which fills the gap of these studies which almost study on the training problem of the skilled person or high-skilled workers in the enterprises,economy industry and region. And there are no similar research results that we can draw on, so it is more difficult to complete this study.
