Public service system in the rural areas and a serious lack of public finances has not fully cover the situation of the village, the village' s collective economy on the rural grass-roots democracy-building, economic and social development, educational and cultural progress, and improve the living standards of villagers have many aspects, such as affected. The most obvious is that the village collective economic growth, the strengthening of rural public infrastructure construction and improvement of the social welfare level of farmers plays an important role in the development of rural collective economy is of great significance. This paper mainly in the outskirts of Shanghai Baoshan and Jiading, Minhang and Pudong Area 4 of the village' s economy is relatively difficult to specific case studies from the point of view of regional economics of urban and rural collective economic edge of the village and village-level organizations, mainly peasants, proposed the development of the necessity of the village's collective economy, and on this basis, through the development of the village' s collective economy status quo of the existing problems, and to study other parts of the country a typical village collective economic development model, pointed out that Shanghai suburban village collective economic development options roads and the outskirts of Shanghai for the development of the village' s collective economy in the existing problems, to speed up the development of the village's collective economy, and promote the building of a new socialist countryside, suburban and rural areas to promote social harmony and the main policy proposals.
