| Along with the rapid economic development and the acceleration of urbanization in Shanghai, dual economic structure segmentation issues of urban and rural have highlighted, and the structural contradiction of the foundational position of agriculture and rural economic development are more strident, so the economic and social development problems of suburban rural areas need to be solved. To explore the effective implementation patterns of the village-level collective economy development is not only the needs of the cultivation of village economy new growth point, the solution of village economic operation capital source and the expansion the villagers employment and increment channel, but also the strategic needs of keeping rural economic and social development, promoting economic growth of economic weak village and realizing the sustainable development of rural economic and society.Therefore, based on the interpretation of connotation and significance of the village-level collective economy, this paper analyses and evaluates deeply the collective economic development model of domestic typical village and sums up the development experience which can provide reference to suburbs in Shanghai, and by combining the data of rural economic development in Shanghai suburbs, using statistical analysis and GIS method, this paper does in-depth empirical research about the spatial distribution characteristics of the rural collective economic development type, influence factors, typical patterns, current situations characteristics and the existing problems, finally combines with the typical models experience of village-level collective economy development in China and aims at the existing problems in the development of village-level collective economy in Shanghai suburb, this paper puts forward effective countermeasures. The main content of this paper are as follows:(1) Research preparation. Elaborate the background and significance of dissertation, combing the domestic and foreign research present situation about the village-level collective economy development, discussed the research goal, content and methods and possible innovation place in this paper;(2) The importance of village-level collective economy. Mainly discriminates the village-level collective economy connotation, illustrates the function of the rural collective economy and discusses the process of rural economic development and its development necessity, which also establish the theoretical basis for development necessity of village-level collective economy in Shanghai suburbs. (3) The research about domestic typical mode of village collective economic development. Enumerate the typical patterns of collective economy development in China, such as HUAXI model, southern JIANGSU mode, WENZHOU mode, NANJIE mode, TENGTOU mode, etc., and on this basis summarizes the typical patterns and sums up the characteristics and revelation of domestic typical mode of collective economy development;(4) The empirical research. On the one hand, from the spatial dimension, conducts spatial characteristics analysis of rural collective economy development in Shanghai suburbs, quantitative divides of the rural collective economic development type and its spatial distribution in Shanghai suburbs and this paper expounds of the influence factors of the rural collective economic development way and the function of them in the different location in Shanghai suburbs; On the other hand, from the development dimension, deeply analyzes the present situation characteristics, typical patterns and problems of village collective economic development in Shanghai suburbs;(5) For the model, system and limit problems in Shanghai suburbs village collective economic development process, the effective countermeasures and Suggestions are put forward in this paper.Paper main conclusions are:(1) The experience of collective economic development model of the domestic typical village sums up as follows:the first is that the development of agriculture is to solve the food and clothing problem of farmers, the development of the second and third industry to enhance the farmers’ income; the Second is that to adjust measures to local conditions, and actively integrate with the market economy; the third is the linkage development of agricultural and non-agricultural industry and the establishment of village-level enterprises; the fourth is the play of homo habilis economic effect;(2) In terms of economic development and the spatial distribution of agriculture, industry and services industry in countryside of Shanghai suburbs has obvious regional differences. There are two notable among them, one is the agricultural productivity per unit area of the exurb based on agricultural development is lower than the faubourg; the other is30%rural of the outer suburbs put second and third industry as the leading industry, but its economic development level is not high;(3) Through the quantitative analysis, rural collective economic types in Shanghai suburbs can be divided into10types, top and weak village have significant difference in economic development, which are affected by regional conditions, market factors, technical factors, the primitive accumulation of capital and the local institutional environment factors;(4) The status quo characteristics of the development of the village-level collective economy:the collective economics assets of outer and suburbs villages have significant differences; collective economy of outer villages cannot make ends meet; the outer and suburbs have significant difference in increase of farmers’ income; the outer and suburb villages have different collective economic development models;(5) The main problems are as follows:the first is the lack of village-level collective economy development space; the second is, in the pure agricultural areas, the rural collective economic development is restricted; the next is that social cost is too high and village-level collective economic burden is heavy; the fourth is more difficult to promote property rights reform of village collective economic organizations; the fifth is a severe shortage of rural human capital;(6) Finally, from the development mode, development mechanism, the system reform, function clear, personnel training and other aspects, this paper puts forward countermeasures and suggestions to promote the development of village-level collective economy in Shanghai suburbs. |
