It also has an important strategic significance.AB export processing zones is representative of the manufacturing sector in Shanghai. Approved by the State Council in 1990 , AB development zones was raised on a farmland, which as the first "export processing zones" after the state-level development zones. Over the past 16 years, the development zone made big leaps and bounds from the outskirts of the agricultural economy to a modern industrial economy. In 2007, the industrial zone made output value of 229. 134 billion yuan, and the industrial output value accounted for 31 per cent of New Area, Shanghai's 7.8%. During "11th Five-Year Plan" period, AB region will be in accordance with the Pudong New Area location, planning and implementing integrated, joint development, complementary advantages, benefit-sharing approach to integrated planning for the pilot, the starting point for joint development, and speed up the implementation of regional integration features .With Rapidly development in the functional areas, a series hinder the sustained and healthy development of the park also gradually becoming apparent factors: 1) the speed of development and size of lack of follow-up force. 2) the lack of innovative capacity in industrial technology . 3) the scarce of development space, 4) production development of the service industry lagging behind.
