In the current world facing a fast-growing economy, cultural industry shows strong momentum and potential, and constitues key drive for global economy. sytem and policy environment for industry is taking shape, and provides an opportunity for newly-entering enterprises.HuaYu company is positioned at cultural industry, and starts from consulting industry. Now its new projects are aiming at segmented markets in professional education consulting industry. This paper is trying to make some explorations on its development strategy, as it not only provides realistic instructions for itself, but also has a certain refering value for small-size initiating enterprises when they seek sustainable development.At first, this paper starts from the summarizaiton of theories of strategies for enterprises. It conducts the exhaustive analysis on HuaYu company's external environment. We use the PEST method at macro level. We also analyze the industry environment faced by the "Elite Growth Action" project, using Porter Five Model to make out the opportunities and threats in the industry. Moreover, we analyze HuaYu company's internal resources and ability to find its superiority and inferiority. We use the SWOT method to analyze above aspects and put forward a concentrated difference strategy for HuaYu's "Elite Growth Action" project. At last, we give concrete advice on how to utilize.There are two innovative points in this paper: firstly, use scientific strategy management theory to research on initiating enterprise's strategy layout. Secondly, how the small-size corporation concentrate limited resources superiority, choose segmented market to develop differente product for specific consuming group. The weak points of this paper mainly come from the author's limited theoretical, cognitive ability. Research on competing strategy for HuaYu Corporation's is still incomplete and not accurate enough, waiting to be consummated.
