Organizational culture is the integration, with the concept of value as the core, of conception culture, institutional culture, as well as identity culture. It not only plays a positive role, but also exerts negative impact. When its impact brings negative effects, to some extend the organizational culture would become the largest obstacle for the development of the organization. Therefore, when an organization has made fundamental adjustments of its strategy, the organizational culture should be developed accordingly to keep a harmonious relation with the strategy and consequently would be able to play its positive role maximally, providing a strong and powerful support for the successful implementation of the strategy. As Shanghai Airport Authority is at the transforming stage of the organization strategy, it is strategically important to speed up the reforming and reshaping of its organizational culture.Shanghai Airport Authority, as a representative airport organization in China, is conducting the administrative management of two airports in Shanghai while also responsible for the two airport's constructions and operations. Its organizational culture has been continuously evolving with its 3 different stages of historical development. The thesis adopts the views of organizational culture by Hay, a prominent company in organizational culture research field, and combines the writer's understandings of theory studies and working experiences, the characteristics of the 1st stage, the militarized management oriented for military purpose, and the 2nd stage, the administrative management oriented for government purpose, were proved of typically functional organizational culture. The characteristics of its 3rd stage, a comprehensive management of an enterprise oriented for both government purpose and the needs of customers, demonstrates its organizational culture as function in primary and procedure in secondary.After analyzing the internal requirements of the strategic development of Shanghai Airport Authority, as well as diagnosing the current situation of its organizational culture and comparing with the successful experiences of example organizations like Singapore Changi Airport, the writer illustrates in this thesis that the above three aspects constitutes the reforming initiatives for the organizational culture of Shanghai Airport Authority.The practical organizational culture is not compatible with the development strategy of Shanghai Airport Authority. The strategy needs to reshape a kind of adaptive and ideal organizational culture guided by focusing on procedures; On the other hand, the sharp difference between practical culture and ideal one demonstrates the necessities for Shanghai Airport Authority to reshape its procedure-guiding organizational culture while the successful experiences of example organizations reveals the important significance of reshaping procedure-guiding culture.How to reshape such an organizational culture to ensure the organization's successful implementation of its strategy? To this end, the writer proposes the following shaping strategies from two levels:1. Initiating two shaping strategies at concept level. In line with the concept system mode of organizational culture, to reshape the concept system of organizational culture and establish the core value concept of"with customers as center and in pursuit of excellent services". The other way is to promote the concept of the new"service-oriented"organizational culture. Shanghai Airport Authority would strengthen the internal promotion and enhance the identification of the staff by taking various ways like teaching, training, and setting good examples. Meanwhile, Shanghai Airport Authority could also improve its external promotion and strengthen its social influence through fortifying its PR department and upgrade its brand.2. Carrying out two shaping strategies at practical level. On way is to define and raise clear requirements of staff's core accomplishments, providing clear guide lines to staff for standard behavior and strong support to the implementation of concepts. The other way is to reshape the procedure-guiding service management system of Shanghai Airport Authority, including new operation and management mode of centering on customers, continuous improving services quality and cooperating with different departments, to conduct long-term management of customer service.
