Communication Construction Industry, Project Cost Monitoring Systems Analysis And Design

This paper proposed a scheme of the project construction unit cost analysis and monitoring in the telecommunication engineering area. It can provide the advanced dynamic cost management, compared with the current static method, and will deeply improve and change the current construction cost management system. It also will bring more practical value on the reform of traditional construction cost information management in the telecommunication engineering area to keep pace with the world leading pattern.Firstly, a new open software data interface of the construction cost budget configuration is proposed and implemented, which can resolve the bottleneck of the construction cost dynamic change issue under the current non-mature market economy. Through the definition of the open software data interface, a new dynamic cost management system is established, which can effectively collect, process, publish and update the price of the construction unit in time, to make sure to get the correct and immediate cost information of the construction unit.Secondly, the network framework, function units of dynamic cost management system are analyzed, and a distributed data test point design mechanism is proposed and implemented in this system, which is suitable for the common application system interface specification.Thirdly, a concept of project construction cost system and corresponding information encoding specification is proposed, according to the different cost environment in the different regions.The main idea of this system has been approved by the Telecommunication Engineering Quality Monitoring Center of the MII and the Communication Designing & Construction Committee of the CACE. It has been partially verified in the real application, and will be deployed widely with the new Budget of Fixed Quantity standard of the MII soon.
