From The District-level Fiscal Intergovernmental Fiscal Transfer Payment Problem

Intergovernmental fiscal transfer payment is the integral part of financial system and plays a vital role in strengthening the state's macroeconomic adjustment and control, balancing regional finance, promoting economic development in less-developed regions and achieving public service equilibrium. Since the distribution tax system reform in 1994, China's intergovernmental fiscal transfer payment system has gradually gone forward to standardization through exploration, during which some practical problem has emerged and left to be perfected. Therefore, this paper tries, based on the research on Fengxian District fiscal transfer payment and previous studies, to analyze the status and existed problems of the transfer payments. After that, some solutions and suggestions are provided in accordance with Chinese situations and relevant foreign experience.The first part of this paper takes an empirical study on the financial transfer payment status of Fengxian district and analysis on financial system and features, the main form of transfer payments, running status and positive effect resulted from financial transfer payment in the period of fore-and-aft distribution tax system reform. Second part focuses on the existed problems and causes of the intergovernmental fiscal transfer payment in Fengxian District. The third part summarizes other representative countries' transfer payment system and elicitation to system construction of China. In the fourth part based on the foreign experience some solutions to perfect China's intergovernmental transfer payment system and suggestions on the objectives and principles, the choice of mode, the scale of identification, standardization of forms, legislation, supervision systems and supporting facilities as well.On the basis of research and plenty of collected data, this paper uses two study method ( empirical analysis and comparison analysis) and transfer payments theory to locate existed problem, make evaluation, study other countries' successful experience and make a full comparison analysis and study to perfect Intergovernmental fiscal transfer payment system.
