In this paper, the author has made a concise description of strategic management and obstacle of enterprise's strategy implementation, made an introduction to the key elements ,characteristic and developing history of Balanced Scorecard, made a detailed introduction for the general thinking of strategy designing, made a deep research and discussion in using Balanced Scorecard and it's key elements and method to carry on and control the strategy implementation, proposed using the Balanced Scorecard to set up a coordination organizing system, thus set up a general mode of carrying on the Balanced Scorecard and it's key elements for strategic management. There are three key elements that we must think about when we making the strategy, they are business cycle, SWOT Analysis, and value proposition. The mission, vision, strategic focuses or strategic theme of the company are focal points considered while making strategy. All these can be connected with the Balanced Scorecard. The Balanced Scorecard may be an assumption tool for the managers to make and examine how to put the enterprise's strategy to success. The Balanced Scorecard and the enterprises'strategy are linked mainly by financial and non-financial objectives,lagging and leading measures. The Balanced Scorecard is also connected with the typical strategy modes. This paper has expounded the procedure and steps of implementation the Balanced Scorecard and it's key indexes. It also expounded what kind of enterprise in China is suitable for using the Balanced Scorecard. Ordinarily, the organizational architecture and system of most enterprises are in the state of misalignment, that's vertical and horizontal misalignment. This paper has proposed how to use the Balanced Scorecard and the coordination theory to set an alignment organization system, and establish vertical alignment and horizontal alignment.
