The farmland conversion is the result of population increase, economic development and urbanization and industrialization, is a important part of the land use/cover change study. Ever since the reform and opening up, the speeding up of the social and economic development and urbanization and industrialization, the scale of the farmland conversion is larger and larger, and the need for land is increased speedily and the contradiction between land and human being is getting from bad to worse. The strategy of the Changsha-zhuzhou-xiangtan urban agglomeration and the social development belief indicating resource conservation and environment friendly fasten the regional urbanization and industrialization. On this background, the study of the time-and-spatial characteristics and regulation mechanism of the farmland conversion of the Changsha-zhuzhou-xiangtan urban agglomeration means both practically and theoretically.The scholars at home and abroad have studied the trend and inner mechanism and regulation policy of the farmland conversion, but the studies have their limitations since these studies all focus on the macro level and the study methods are traditional and simple, and the traditional study methods neglect the regional spatial correlation. The paper make use of multidisciplinary and different methods, to analyze the time and spatial characteristics and regulation mechanism specifically and deeply.First of all, the paper analyzes the time-and-spatial characteristics of the Changsha-zhuzhou-xiangtan urban agglomeration. By using the indexes such as the yearly farmland area, the expansion flexibility of the construction land and the relative change rate of the construction land,the paper measures the time-and-spatial characteristics of the Changsha-zhuzhou-xiangtan urban agglomeration. In addition the relative change rate of the construction land is different during different times. And then the paper comes to measure the regional efficiency of farmland conversion. This part make use the C-D production function to measure the contribution rate of the expansion of construction land to the economy growth. The result shows that the use efficiency of the construction land in changzhutan urban agglomeration differ apparently, the construction land in Zhuzhou contribute the most while Xiangtan the least.Then the paper analyzes the influence factors of the farmland conversion of the Changsha-zhuzhou-xiangtan urban agglomeration by using the spatial econometrics. On the basis of the lag and error models of the econometrics, and by comparing, the paper finds that urbanization level and the GDP drive the farmland conversion in a positive way. The total population and the fiscal income drive the farmland conversion in a negative way. These are adverse to the previous predictions. The farmland protection policy and the development plan of the Changzhutan urban agglomeration also act in a negative way, which protect farmland effectively.At the end, on the basis of the analysis of those results,the paper gives some suggestions to make the governmental regulation and the market mechanism act in a combined way.
