The forestry construction was mentioned the extremely important position, Specially has the dominant position in the western big development and in the ecological environment construction. Shanxi Province does for the western big development bridgehead, especially the forestry construction is important, and the forestry human resources also are realize the forestry construction and the economical development important attribute. Therefore, the development forestry human resources development research has the extremely vital significance.This research take Shanxi Province as example, In massive investigation foundation, To entire province human resources specialized structure, quality structure, school record structure, operating post information summary analysis, Proposed forestry education training must through the human resources again the conformity and the disposition, has the plan, organized development training promotes the human resources development viewpoint. Its research main conclusion is as follows:(1) To 2006 year's end, the number of forestry jobholders is 1 290 149 in Shanxi Province, In which the State-owned unit's jobholders is 39 864,the forest workers is 1 250 285, distinction 3.1% and 96.9%.(2) Forestry human resources in Shanxi Province show the following characteristics as a whole: the whole forestry human resources is big, the quality is not high; the distribution of forestry scientists is excessively concentrated; the all-around development of personnel in vertical structure shows a large disparity; forestry production and living conditions are poor and lack of the basic conditions for improvement; the basic conditions of forestry education and training are poor, the investment is insufficient, the concepts are outdated etc(3) In forestry human resources development, we must work well in four aspects: first, Change concepts, establish human resources development and management system; second, allocate the available human resource rationally, ensure the construction of key projects, focus on solving the resettlement issue of reassigning personnel in the natural forest protection project, combine the long-term interests with the short-term interests in the returning farmland to forests, balance the ecological and economic benefits to achieve the effective utilization of human resources. Third, use forestry advantages in education and conduct multi-level, multi-form, combined and dispersed phase on forestry education and training model, establish a scientific assessment system, reflect and monitor the results of the education and training of forestry correctly, improve the training effectiveness and practicality continuously; Forth, the establishment forestry human resources management, the drive, the restraint mechanism, the realization occupation and human's organic synthesis, provides the important intelligence and the talented person for the forestry construction safeguards, impels the forestry human affairs work choosing a person for a job system the deepened reform.
