The forestry construction holds the significant position,especially has the dominant position in The western development drive and the ecological environment construction in the 21st century. Shaanxi province, as the bridgehead of the western development drive, plays an important role in the western development drive, and the forestry human resources are also realized the very important factor in forestry construction and economical development. Therefore, to study on forestry human resources has an extremely vital significance not only in developing key forestry construction program, improving ecological environment, but also in achieving the goals of sustainable forestry and constructing harmonious society.This research take Shaanxi Province as an example, the first-hand data have gotten based on deeply investigation, and got an important conclusion through analysis on the entire province human resources specialized structure, quality structure, degree structure and working situation.(1) The result shows that the main problems of forestry human resources development in Shaanxi Province are: Forestry human resources'quantity is big, but the quality is low; the distributes structure is unreasonable; Lacks the essential drive mechanism; Lacks the plan of the entire human resources development and the organization system; education and retraining have few attentions on the talented person.(2)Considering all questions mentioned above, a series of suggestion have been put forward as follows: First, transforming the idea, setting up the human resources development and the management system and re-organize manpower resources reasonable; Guaranteeing the forestry project construction'priority and use forestry education superiority fully, developing forestry education training; Establishing forestry human resources management and drive mechanism to come true the integrate of occupation and person and so on .(3) Some new ideas have also put forward as follows: the human resources of forest development must strengthen the forestry education training fully and build the mechanism of innovation, give more attention on training works; Forestry education training must hastens the development of human resources new thought.The research has understood and grasped the present situation and the demand of Shaanxi Province forestry human resources comprehensively, the result is helpful to promote our province forestry attract and detain the talented person, to builds good environment also for person with ability and improving innovation system of forest labor of our province. This is also advantage to implement and realize the strategic target of"with talented person to strong forest"in our province, and affords supports for improving forestry workers level and implement the designing of forestry education.
