The number of Small and Medium-sized enterprises (SMEs) in China exceeds 99 percent of the country's total enterprises, and occupies an important place in domestic economy. Recently, in order to promote an orderly and sound development of the economy, and to establish a harmonious society, propelling the growth of SMEs is urgent. However, the growth of SMEs is gravely restricted due to financial difficulties. Financial difficulties of SMEs is a common problem for many governments in the process of promoting economics, but because of Chinese particularity, the reasons of financing problem are also unique, such as policy discrimination and bad system.From foreign experience, financing of SMEs relies on the multi-arrangement and multilateral financing system that includes kinds of financing mode and capital attributes such as outer-source financing, inner-source financing, debt financing, rights and interests financing. In order to support such compound system, foreign governments consummate the environment constructs in policies, laws, finance services, loan assurance, specialized poverty right dealing system, and social assistant system.In order to explore how to solve the financing problem of SMEs in our country, this issue firstly put forward how important the SMEs are in our domestic economy, and then introduces the general financing modes which are widely used recently. Secondly the article summarizes the present financial difficulties and the reason. Thirdly the paper introduces the way the American, the Japanese and Germany used to solve the problem. And in the last part of the paper, the author makes some suggestions for the government, the banks and the SMEs.
