Career management theory has almost one –hundred-year research history in foreign countries.The fundamental aim is to harmonize employee self-development with enterprise development through cooperation and co-work between employee and enterprise.DLJC,a large state-owned enterprise in railway equipment manufacturing industry,has been developing slowly in recent years.The loss of high-end personnel in locomotive product R&D projects is serious,the development of new products is difficult,the work efficiency of employees is low,the work enthusiasm is not high,and the incentive effect of salary distribution has tended to zero.The implementation and implementation of business objectives are becoming more and more laborious,and the workforce is becoming increasingly unstable.DLJC has carried out a series of investigations and Analysis on this issue.It is found that the main reasons for the above problems are that the company has been following the traditional talent management system for many years,not effectively carrying out human resources management in modern enterprises,and not focusing on the in-depth reform of personnel training and promotion management.Employees have no clear career goals,no smooth promotion channels,no effective talent incentive policies,and salary and welfare benefits matching the ability and position of employees.Especially,there is no clear,clear and reasonable room for improvement and salary treatment for high-end technical R&D personnel.Therefore,DLJC decided to carry out career development channel construction,establish post qualification standards,system develop career development channel and salary docking system for employees in the critical period of enterprise transformation and production and operation,so as to improve their enthusiasm for work.The successful implementation of this series of policies has greatly stabilized the talent team of DLJC locomotive product R&D project,constructed the career development direction for employees,and opened up a multi-channel development model to effectively guide and promote the career planning of employees,thus greatly enhancing the human resource management advantages of DLJC in locomotive product R&D projects.Sheng,the enthusiasm of employees is high,and actively promotes the development of the company's core competitiveness.In this paper,DLJC locomotive product research and development project personnel career development management and qualification system construction as a case study,to study its positive efforts in exploring human resources management promotion,and the use of project management theory knowledge to demonstrate a series of management theory knowledge involved and systematic analysis and summary.The cases and conclusions used in this paper have certain reference value,and have certain guiding value for the construction of career paths of product R&D teams in large enterprises,which is conducive to the cultivation of employees' career development and work enthusiasm.This article involves with project management scheme design and process optimization.
