Study On The Transformation And Promotion Of Small And Medium - Sized Processing Trade Enterprises By Customs

With the policy of reform and opening up is carrying forward, processing trade has become an important part of China’s foreign trade, and makes great contribute to solving the employment problem, attracting foreign investment and advanced technology, undertaking international industry transfer and upgrading industry level. But with the international financial crisis spreading, Chinese processing trade facing difficulties,specially many small and medium enterprises. Traditional Customs regulatory approach, stress on the filing for approval and under factory supervision. This model can prevent the loss of tax revenue, but can not promte the development of processing trade.So in order to support the upgrading of processing trade and accelerate the transformation of foreign trade, many Customs are making efforts to find a new way to solve this problem.In May2010, General Administration of Customs and the Guangdong Provincial Government signed a cooperation memorandum, jointly promote the construction of upgrading of processing trade demonstration area in Guangdong. After that, Customs in Guangdong Province take measures to upgrading the processing trade and achieved some results.This thesis is according to the practice of Jiangmen Customs, the author researched the development status of the small and medium enterprises in Jiangmen and then found out the problem in development of these enterprises,such as their own development underpowered, inadequate guidance of the government macroeconomic policy, the development envirment needs to be improved, lagging development of modern logistics. Also using the principle of public affairs management to analyze the inadequate of Customs. And based on the experience of the developed country, raise the recommendations to upgrading the processing trade, including:support the traditional industries development, support the strategic development of new industries, support the development of trade in services.Current researching for the upgrading of processing trade mainly concentrated in the large enterprises, Specialized researching in small and medium enterprises are varely. This thesis is focus on Customs how to upgrading processing trade of mall and medium enterprises. Since this thesis using the theory of public affairs management is advanced, and the author is limited ability and level of this new knowledge, Inevitably there are flaws. The main purpose of this study is to initiate more and more experts and scholars to research the problem of upgrading processing trade of mall and medium enterprises, after all the mall and medium enterprises is the basis of economic development. We must proceed from reality, and then fing out a regulatory model with Chinese characteristics that consistent with China and Suitable for the actual.
