Research On China Custom's Supervision Mode Under The Background Of Transformation Of Processing Trade

After decades of fast development, the scale of China's processing trade has entered a steady growth period, but also caused a lot of problems. So only rely on the quantitative expansion of space has been limited seriously. Structural problems have increasingly become the main contradiction that restricts the development of processing trade, transformation and upgrading imminent. Customs as the actual supervision department of processing trade has formed a series of systems through 30 years'development. Such as the effective management mode, the implementation of the comprehensive management of bonded goods imported books, enterprises in the bonded materials and finished goods into, out, transfer, storage. The relevant books and records of Customs take various measures, implementation. Strict and effective supervisions on processing trade have played an important role in our Chinese foreign trade development the upgrading of industrial structure and economic growth.At the same time, the rapid development of processing trade has also brought great challenges to the processing trade management systems, management modes and management ideas. By the end of 2012, the eleventh session of the National People's Congress Standing Committee of the thirtieth meeting of the State Council in Guangdong Province authorized to adjust some legal provisions of the administrative examinations and approvals temporarily which are on the processing trade management. They put forward decentralization and cancelled the commerce department approvals. And also they reformed the pilot requirements.Customs as the main management department should study how to strengthen the management systems and supervision modes, to change management concept and to optimize the operation mode and further promote the development of processing trade. Furthermore Customs should use the related knowledge of public management with our actual work experiences to require and develop the processing trade in Shandong province. In order to improve the construction of the open type and inclusive integrated bonded systems of the actual transformation and upgrading on processing trade we proposed the decentralization simplify examinations and approvals from the design point of the systems. We integrated the bonded processing and management of logistics management policy systems to complete the optimization strategies. We created the policy regulations to promote personalized classification management mechanisms and to explore the processing trade enterprises and countermeasures from the management point of view.
