The Shanghai City taking"the city, let the life be happier"has won in 2010 as the subject World Expo's sponsorship. During the Expo will ensure that the personnel and property safety is not only the Chinese Government's solemn commitment to the world, but also is the best interpretation of the theme for"City ,for a better life".This article from the sudden public incidents definition, describes the characteristics of the sudden public events, clarifies the definition of Emergency Response System for Expo. Using new public administration's basic theories such as crisis management's theory, public security management analyzed each kind of public thunderbolt which the World Expo possibly faced.This article analysis model domestic and foreign city emergency coordinated system's construction for now time. Summarizes the experience that may supply the World Expo emergency research reference. It proposed that Shanghai's urban safety control also has many deficiencies in the organization system and the emergency management. By the existing management methods and management models, the Expo will be difficult to deal with complex security problems. Proposed that Expo should be adopted by the Commission on Safety Management Expo who will make the appropriate security risk forecasting and assessment.This article proposed the establishment of security management to the Expo Committee for the World Expo will be the main operating mechanism Emergency Response. Proposed that establishes the Shanghai World Expo Safety control Committee as soon as possible.Proposed that Strengthens the world abundant safety control early warning system researchProposed that Establishes the Shanghai world abundant emergency recovery system .
