The New Domestic Airlines To Set Up The Program Management Of The Project Study

The fast development and high demands bring both opportunities and challenges to Chinese civil aviation industry. To newly set-up Chinese domestic airlines,as new leases of life,there exists dramatic instability in their startup processes of those completed newly set-up airlines, due to lack of guidance from correlative research results of theory and applicable methods. The purpose of this dissertation is to reduce the current instability in new domestic airlines startup project in China by this research.Taking the startup of a brand-new domestic airlines as a typical project from the project management point of view, making a good use of modern project management theory and technology to do some researches on this issue will get good applied effect.This paper, firstly, combining the theories of strategic planning, project integration management and scope management, performed the analysis of the influence of airlines strategic planning to startup project planning and general issues in current startup projects; and, from the need of new airlines startup planning management, the paper gives suggestions and process guidance to airlines strategic planning.Secondly, regarding to the existing issues in project organization management of new airlines startup project, this paper analyzed the need of the project management itself and characteristics in different project phases, distinguishingly brought forward the Two-Phase Organization Model to suit for the special need of new airlines startup project, combining the organization theory of project management and author's experience in new airlines startup project.Then, in respect of schedule planning management of new airlines startup project, the author built a currency schedule model of new airlines startup project by applying time management theory, author's personal specialty experience, and some applicant management tools such as Microsoft Project software, critical path method and project evaluation and review technical (PERT). The model can be use as a template or for reference for other new domestic airlines startup projects to effectively reduce the uncertainties in their project planning.This dissertation exerts itself in planning management of Chinese new domestic airlines startup project in purpose of reducing project uncertainties, its research results can be use directly or for reference in airlines startup projects and will effectively improve their planning management performance.
