Improvement Of Project Organization Of Mobile Communications Software

The background of research is under the competition environment driven by technology development and external market, based on communication software of one mobile communication company, however, development strategy and organization structure are not enable to achieve company's strategy goal(software quick TTM with lower cost), per project organization(including PMO and project organization structure) view, research resource configuration adjustment and structure optimization, to improve efficiency and lower down cost to achieve new strategy goal.By the analysis of PMO and project organization structure, using case analysis, expert interview, causal analysis(fishbone analysis) method, list and summarize key factors and issues causing software late TTM with high cost. Identified problems of PMO include PMO structure dispersion and lack of unified management, PMO lack of unified resource planning and resource schema, PMO lack of unified process management, and steering group set up by PMO lack of unified project governance. Identified problems of project organization structure include project management lack of integrity control, which lead to poor ability of whole planning and schedule control, one whole software project running as three independent projects in parallel, which lack of unified entity organization's governance, low efficiency structure with multiple interface and hierarchy, and duplicated role responsibility and scope.To solve the above found problems, by organization re-design, expert interview, brainstorming, review, etc, propose solutions on project organization structure adjustment and optimization include simplifying PMO organization hierarchy to set up new strategy-oriented PMO, unified project planning and applying resource schema, optimized project execution process, unified project governance optimization, simplifying project organization structure hierarchy to set up new project organization structure, redefining role responsibility in the new project organization structure and optimizing communication channel with this new project organization structure to improve communication efficiency.To implement the solution on project organization adjustment and optimization, and compare project TTM & total used resource(cost related) before/after project organization improvement, not only solve the above found problems, but also shorten project TTM and reduce total used resource(cost down). For mobile intelligent product company under critical market competition environments, the research can be as reference of project management and project organization improvement. Per the view of project organization, to find out problem, analyze them and work out solution is a direct way as wide-range reference.
