Electric information Equipments development Programs for the Military is technology intensive and manufactured in small batches. Its total lifecycle embraces project demonstration, project development, design conformation, manufacturer, use and maintenance stage. There are large number of risks during each stage. How to identify each risk and analysis its influence of risk factors in different stage directly affects the result of risk management.Based on introducing the conception of risk and risk management, this thesis analysis the objectives and contents of risk management theory for scientific engineering projects .According to the logical structure of project risk management theory, this thesis study the identifying methods, the assessing methods, and the handing methods of the risks in scientific engineering projects. Then this thesis introduce the characteristics of military equipment development programs, study its risk categories and characteristics, and form a set of programs to manage it. Finally the thesis focus on the technical risk management. Categories of technical risk and its reason is introduced. A model of technical risk assessment based on a risk factor fuzzy evaluation is used to analysis and assesses comprehensively the probability and loss quantity of risks. In the end a case is given.
