Food Security In The Context Of Globalization: Institutional Building And International Cooperation

In the backdrop of globalization,the food safety issue has caused wide concern, which is a problem that all the countries in the world must face together.And it comes to be an important problem domain which isn't researched by traditional safety.To be a problem domain which draws much attention,food safety certainly need be guided and regulated by new system.In view of China as a developing country,the basis of food safety regulatory system is weak,and the beginning of food safety started late. The thesis is based on practices of food safety in China,proceeds from the analysis of food safety as a non-traditional safety problem sub-domain.It attempts to find out the way of carrying out building China's food safety system and the possible policy for international cooperation,through the research of the reasonableness,effectiveness of domestic and international food safety regulation.The thesis consists of six parts.The first part overviews the food safety issue enters the problem domain of non-traditional safety.Firstly,it expounds the origin of the proposal of food safety issue,and differentiates and analyses the high risk of the food safety issue through taking food safety and the demise of the Western Roman Empire for example.And then,on that basis,it introduces the main features of the food safety after entering non-traditional safety problem domain in the context of globalization.The second part explores the way of building food safety system.It analyses the functions of international mechanism applying to the safety field from the theory of that system arrangements is the social game rules.And then,it further studies the dispersion and global governance of the food safety issue.Finally,it explores the necessity and possibility of building the food safety system.The third part analyses the features of US-EU food safety regulatory system and research the building of the food safety domestic system.The research is divided into three paths.The first one researches the U.S.food safety regulatory system from three perspectives,which are the main body of risk management,procedures,and the background.The second one focuses on evaluating the responsibilities and composition of European Food Safety Authority.The European Food Safety regulatory system is to be understood through the analysis of the comparison between EU Food Safety Authority and U.S.Food and Drug Administration.The third one studies the enlightenment of US-EU regulatory system on China's system building.The forth part resolves the work structure of the Codex Alimentarius Commission. In this part,it comprehensively cards and displays the Working mechanisms of the Codex Alimentarius Commission mainly from three aspects which is international food safety standards system,development positioning,and evaluation.system.The fifth part,the building of China's food safety system,analyzes the main challenges which China's food safety is facing and reasoningly rethinks food safety regulation.It propose the way of building China's food safety system from the research on aspects of legal system,regulatory system,information system.The sixth part,the food safety in the context of in the context of globalization,is the development path of international cooperation.Firstly,it studies the development path of cooperation between non-traditional safety issue and international cooperation. Secondly,it researches the international cooperation between China's new security concept and how to cope with food safety issues.And then,it discusses the case study of"poison dumpling" and the Sino-Japanese relations.The Conclusion part echoes the full text,makes summary,and prospects the future researches.
