Cultural industry is the most promising sun-rising industry in the 21st century. Tourism as one of the most important fields in cultural industry is less-costly, efficient, and profitable non-polluted. The reserves of minority ethic groups as of beautiful nature scenes and unique culture has already been the hot-land of tourism. Especially during the 30 years after the reopening of China, the tourism in minority ethic groups has made magnificent progress. However, as the tourism in local areas develops, problems arise, grasp of the tourism resources and unfair allocation of profits gradually becomes the main reason of local intra-area conflicts. The academia gives a lot of concern on these issues, but the depth of past research is still superficial. Moreover, the fair allocation of tourism profits in pastoral area is still a blank, nor to say any study based on the reality of Xinjiang.Interest group perspective as a thought based upon the interests of local people, not only related to the retrospect of the current ethnology and anthropology research, but also reflects the cultural viewpoints only ethnology and anthropology owns. At the same time, from the perspective of the academic ethnics, interest group perspective is also a practice of respecting subjects. Therefore, this paper based on the main thoughts of anthropology and ethnology, taking the example of Nanshan Xibaiyang Gou Kazakh tourism, trying to discuss the issue of interest group, linking the theory with reality of that local area, provides the specific case and testimony for the cultural development study of anthropology and ethnology. In addition, it is also a reference of construction of harmonic society.There are six sections of this paper:The first part discuss the reason and meaning for choosing this topic, research background, theory and study method.The second part introduces the reality of NanashanXibaiyangGou, including the developed and undeveloped aspects of nature resources and cultural resources. The third part introduces the history and reality of the participation of NanshanBaiyangGou herdsmen. First, using the historical records by Urumuchi, we prove the ownership of Kazaks of the local place. Second, we give a brief introduction of the tourism industry of NanshanXibaiyangGou. The last but not least, we emphasize the history of local Kazaks participating the tourism, from passive, to initiative, from un-regularly to well-organized. We enclosed with the impacts of tourism brought the daily life of local herdsmen.The forth part, we unveil the conflicts in the tourism developing. One is to grasping the using property of grass fields. The other is the disputed aroused by the unequal allocation of profits.The fifth part, we analyze the reason for those conflicts. The first reason is the unclearness of ownership property, from the nature resources property and absence of culture resources property perspective. The second is the imperfect of the management mechanism, the unclearness of power, responsibility and profits. The third, the interested groups are diversified and the real benefits are ignored.The sixth part, we give some thoughts on the real benefits in the development industry of NashanXibaiyangGou. First, discuss the basic issue that for whom the tourism was developed, who should benefit from it. Second, based on fifth point, we discuss the meaning of the tourism participation of local herdsmen from the perspective of economy, culture, and ecology. At last, we give some suggestions on the protection of benefits of XibaiyangGou.
