Research On The Poverty Alleviation Problem And Countermeasure Of Farmers And Herdsmen Of Kazak In Counties And Cities Directly Under The State Of Yili

This paper mainly discusses the poverty situation,poverty causes and poverty alleviation countermeasure of poor families of Kazak in counties and cities directly under the Yili Prefecture.At the beginning of 2017,there were a total of 38 poor villages,a state-level poverty-stricken counties and 35469 poor people in counties and cities directly under the Yili Prefecture,in accordance with the principle of easy and difficult,2017 Yili state straight to achieve full poverty is difficult.The minority population accounts for 63.69% of the total population in counties and cities directly under the Yili Prefecture,and Kazak accounts for 33.25% of the minority population.The Kazak is a nation with relatively more people among all minorities.The number of people living in poverty is small in northern Xinjiang,but they are living scattered and widely distributed,the majority of which are those from the ethnic minorities who are difficult to adapt themselves to new culture and the change of their traditional mode of production.Especially those poor Kazak farmers and herdsmen in the remote mountainous areas find more difficulty in obtaining sustainable harvest.Therefore,how to take effective measures as soon as possible to help these poor families get out of poverty has a very important political significance.In order to study the poverty problem of Kazak farmers and herdsmen,this paper selected 150 Kazak poor farmers and herdsmen families in three counties(Xinyuan County,Nilka County and Tekes County)directly under the Yili Prefecture,where Kazak live together.With the family-visit method,questionnaire survey,direct observation and statistical analysis,poverty causes of Kazak poor farmers and herdsmen were analyzed,and the main causes can be seen as follows: 1.Low labor quality;2.Poverty resulting from disaster;3.Lack of production material;4.Narrow income source;5.Disease;6.High poverty rate of special population;7 Low usage efficiency with borrowing and more debt;8.Phenomenon of conflict between cultural adaptation and poverty alleviation measures;9.The phenomenon of blind comparisons and extravagance;10 Satisfaction with current situation,and poor aggressive awareness.In view of the above poverty causes,further analysis on the current poverty alleviation policies in our country,Xinjiang and the counties and cities directly under the Yili Prefecture was made,and it was found that these policies are feasible and have achieved certain results.However,the study also shows that there are still many problems in the process of poverty alleviation: 1.The industrial development potential of the farmers and herdsmen is not enough,and the per capita income increase is weak;2.The poor targets identification is not accurate,and the exit mechanism of poverty alleviation is not perfect;3.Poverty alleviation measures of support agencies are not accurate,and tracking management mechanism is not perfect;4.Fund issuance is not in place,and self-financing ability is weak;5.grass-roots digital poverty alleviation phenomenon is widespread,and other issues.In view of the above problems,this paper puts forward some countermeasures and suggestions on two aspects.On the one hand,the countermeasures and suggestions to get rid of poverty of the Kazak farmers and herdsmen are as follows: 1.To exert the internal driving force of poverty alleviation of the poor farmers and herdsmen,and improve the awareness of active poverty alleviation;2,To develop tourist industry and carry out short-term experience projects;3.To advocate a healthy diet and cultivate good eating habits;4.To advocate tradition changes for all the people and abandon habits of luxury extravagance and waste.On the other hand,recommendations on the current poverty alleviation policy can be seen as follows: 1.To further optimize the livestock industry and develop industry with national characteristics;2.To attach great importance to the files creation to ensure accurate targets of poverty alleviation;3 The support agencies gather assisting powers and change to way to help;4.To increase the capital investment and supervision efforts to improve the efficiency of poverty alleviation funds;5.To strictly eliminate the phenomenon of grass-roots digital poverty alleviation.
