Affected by global economy, financial crisis and macro-economy instability followed by fluctuation of grain price, food problem and agriculture development are paid attention to by all countries again. On the one hand inability of handling excessive fluctuation of grain price for developing countries and insufficiency of agriculture development become visible. On the other hand as pillar of national welfare and people's livelihood, agriculture still has great development opportunity by means of enlarging domestic demand. As for China who owns large rural population,"three-dimensional rural issues"which concerns agriculture, countryside and farmers are more important. To establishing a modern agricultural framework of grain production, storage, national policy support, credit support, financial investment, scientific R&D and rural infrastructure construction directly influences whole situation of economy. This thesis is divided into four parts: Firstly, this part has reviewed fluctuation of main grain price and economic situation since 1991, and introduces background knowledge which is related to the following part of this thesis. Secondly, following several parts deeply elaborate relation between agriculture policy and grain price by comparing different support policy among countries, analyze effect of various polices. Lastly, this part gives brief review to China's agricultural system and policy support situation, puts forward to countermeasures and suggestions for agricultural development.
