Analysis Of The Policies Of The Grain Industry In Jiangxi Province

Food is the most important strategic resource, related to people’s livelihood, economic development and social stability. From of old, undeveloped agriculture will lead to a social instability, and undeveloped business will lead to an inanimate life. Agriculture is developed or not rests with the growth of food. Agriculture of Jiangxi province is still in the primary stage of industrialization, and Jiangxi province is not commensurate with the status of the main grain producing areas. The grain scale is not enough, meanwhile, the grain producing digresses from market. Deep processing of grain processing enterprises is weak, with low added value. Through further and strengthen research, analyze the efficiency of current agriculture policy or not, and constantly improve the relevant policies, integrate financial funds, Jiangxi province will focuses on agriculture development and further improve to the province economic.In this paper, with agriculture policy of Jiangxi province as the object of the research, author deeply analyze the evolution of Jiangxi agriculture policy, focus on agriculture policy situation in the past decade from full opening food market in 2004, including the policy of direct food subsidy, large farmer subsidy, minimum purchase price, grain reserves, promoting food industry development and so on. At the same time, in the view of public, the author makes every effort to analyze the original intention, implementation and evolution, the effect and existing problem of all kinds of policy. Those policies will be show completely from beginning to the end, with in-depth anatomy, in order to seek the best fit of policy and implementation, to play a maximum effectiveness of policies. As a result, those researches will be supports of developing agriculture and food industry of Jiangxi and make it a strong province of agriculture.The paper consists of five chapters. The research questions and research ideas of this paper had been put forward by author in first chapter, with the summary of agriculture policy and research progress at home and abroad. In the second chapter, author summarized the agriculture policies, and defined the related important concepts, the evolution of China’s agriculture policy. Author described Jiangxi agriculture policy and achievement, especially in nearly a decade in the third chapter. Jiangxi agriculture policy problems are discussed in the fourth part. the fifth part of the paper propose the suggestions and measures to improve Jiangxi agriculture policy, including the methods of consummating agriculture subsidies, improving the grain circulation policy system, supporting food processing enterprises, completing government management system, and so on.
