The development of lottery industry in our country and the prosperity of basketball market catalyze the birth of basketball lottery. To be a very important part of sports lottery, basketball lottery not only bring into new elements to our lottery market, but also satisfy their desires to take part in the game. But the basketball lottery in China came into being very late, and various procedures are not mature which lead to the bad distribution. Finally it is forced to quit the the lottery market. This thesis is mainly focus on the status quo of the basketball lottery issuance. Through the investigation of the basketball lottery consumers and sales market, I analyze the elements which restrict the development of basketball lottery and give out some strategy of development suggestions as a theoretical reference. It may help the sports lottery administer center to establish the developing layout of basketball lottery. The research results are as following:For basketball lottery consumers, male consumer is more than female consumer, and youth takes the main proportion; The educational level of consumers is mainly confined in undergraduate (bachelor) with normal distribution; The structure of profession is rather dispersed, the consumers of middle-lower income take a great proportion of basketball lottery consumer and decrease with the rising of the income; Among the basketball lottery consumers, few of them really concern about and join in the basketball activities. Their consuming motives are mainly for the materials, such as take one's chance and hit the jackpot; The frequency of lottery buying is not high and without forming a stable consuming colony; Consuming sum of each time is under 20 yuan; Basketball lottery consumer mainly take data analysis as their buying basis which is not in accordance with the feature of competes guessing lottery. Most of the basketball lottery consumers in our country are compounded lottery consumers; pure basketball lottery consumer is rare.The selling channel of basketball lottery is very simple. The distribution of selling spot is not reasonable which facilities and environment need to be improved. Additionally, the business level and service attitude of selling group is low. The basketball lottery consumer highly acknowledge the competes guessing object of basketball lottery, but we can also add other doable competes guessing object in it; However, the consumer is not very satisfied with the competes guessing rules which is the important element to restrict the sale of basketball lottery. The content of propaganda is simple and has a negative introductory tendency. Most people are not familiar with the issuance of basketball lottery due to the simple propagandistic channel and weak propagandistic power.After analyzing the status quo of basketball lottery issuance and management system in our country, I put forward many strategy of development advices, such as exploring new game rule with great effort and enriching the meanings of competes guessing feature in basketball lottery, strengthening the propagandistic force and exploiting basketball lottery market, reforming the basketball lottery management system, optimizing fund collocation and fund management system of basketball lottery system the fund management system, enhancing the construction of law and complete the legislation of lottery, completing the constraining and supervision system of basketball lottery and so on.
