Large numbers of planning achievements have been produced after 30 years' development history of China's tourism planning.As the development of planning practice,theoretical research of tourism planning has also been further updated and summarized,especially the study of tourism planning dominating idea.Using the methods of literature-researching,describing-researching and comparative analysis,this thesis compared and analyzed the populated ways to divide the tourism planning development's phases and the viewpoints of their dominating ideas.By applying the dividing criterion of main ideas,this thesis divided the tourism planning phases in China into three different parts:resource-oriented phases,market-oriented phases and human-oriented phases,and based on the division we had a comparing-analysis to the backgrounds and features of the three phases.The main conclusions are:(1) There are several different division ways of the development history of China's tourism planning.On the basis of different domain ideas,it can be divided into resource-oriented phase,market-oriented phase and human-oriented phase.(2) Every tourism planning phase has its domain idea.The resource-oriented phase are always based on resources and pay more attention to touring resource survey,analysis and evaluation;the market-oriented phase developed touring resource according to the market-needs;the human-oriented phase emphasized on the sustainable development, chasing the integrated optimization of economic effects,social effects and environmental effects of tourism.(3) The practice of tourism planning is always based on resource.Market-oriented, image-oriented and product-oriented also concentrate on resources.Only those which base on resources are real tourism planning.Activities without resources are just creativity-centered tourism designs.(4) The dominating ideas of tourism planning are not monglined.During the process of its development,the former and the later developed together and promoted each other.The appearance of each new dominating idea doesn't mean the former ones lose their guiding function to tourism planning practices.They work together to guide the tourism planning practices.Eventually,China's tourism planning becomes more and more comprehensive,plentiful and perfect. (5) The dominating ideas of tourism planning are gradually progressing.From connections of tourism planning ideological changes,these theories are gradually progressing one by one.The development process of the former one incubated the later one and their interactions promote the development of tourism planning's academic and practices.
