The development of high technology enterprises not only depends on the possession of material capital and material resources,but also the possession of intellectual resources which are taking the talents as the carrier.The initial model of HR(human resources) management of high-tech enterprises are different from that of the traditional enterprises because of the feature of high-tech enterprises and its knowledge-oriented employees.Nowadays,compared with the traditional ones,the initial model of HR management of high-tech enterprises have been improved a lot,such as the general use of stock options and employee stock ownership plan.However,problems revealed in high-tech enterprises like weak encouragement of core employees,unreasonable personnel structure,as well as the training of skilled workers divorced from reality,reflects that there is a growing need for higher improvement of HR management model of high-tech enterprises in China.Hg company has been developing well since it's established.However,many problems raised from the management can not be covered up,out of which inflexible management of human resources is a perfect example and it's getting worse.Therefore,we see the necessity to improve the model of HR management,which is also the original intentions of the author.Based on the real situation of hg company,this thesis analyzed the practical problems in the company and proposed purpose-aimed methods and suggestions.During its development,the enterprise has to face two risks,mainly the failure of developing the same products for civil use,and the failure of enterprise operation.Therefore, R&D employees,marketing employees and medium- and high-level managerial professionals are closely related to the risks.And the human capital by the above-said employees is the most important part of that of the whole company.Meanwhile,as a company targeting the military product market,hg is to purse a steady talented person echelon according to its own characteristics in competitive ways and degrees.The author gives a lot of ink to propose an initial model of hg company's human resources in order to affiliate the medium- and high-level managerial professionals,R&D employees, marketing employees.To be specific,this thesis elaborates on the employment,allocation,assessment,training, performance,encouragement of HR management according to operating system,safeguard system as well as mobility system of talents.The author analyzed the weakness of the present model and proposed new methods.This thesis tries to introduce new development of economics by studying the theories of new system economics,information economics and property right.
