"People-oriented" management concept has become dominant in nowadays, with which "people" is deemed as the most important one of the core elements in enterprise.Hence, Human Resource Management turn to the management of a top priority. Human factors are particularly highlighted in wind power industry with rapid development at a high profile start, that it has been the part of enterprise agenda.This paper is organized by expounding the backgroud of a certain wind power enterprise, analysing the advantage and disadvantage of its development, making a survey on HR current situation. Based on the above, human resources problems existing in the enterprise come into known. In order to form a high quality HR management system, a rational programme of human resource planning is drawed up, by scientific and reasonable methods, which is a combination of enterprise development strategy as well as the internal and external factors. The programme is consist of reasonable human resource requirements forecasting within3to10years, cooresponding personnel recruitment planning, training and development programming, as well as the emolument and benefit program. To ensure the applicability of this program, survey and estimate shall be conducted regularly.This programme aimed at developing quality human resources to realize enterprise visions of the future. |
