Study Of Collective Agricultural Modernization Vision Of Unified Management

Unified management of agriculture collectives is not only a theory question, but also a practice question. To perfect unified management of agriculture collectives is an objective request of perfecting the two-tier management system and promoting the Chinese characteristic agriculture modernization construction. This article embarks from the Chinese characteristic agriculture modernization construction's objective request, proves the theory significance and necessity for the Chinese agriculture collective unified management, analyzes many deviations which exists in practice and ponders its reasons. Then this article puts forward some countermeasure proposals.To follow the path of agriculture modernization with Chinese characteristics we should accord with Deng Xiaoping's "The Second Leap" ideology, adhere to the socialist orientation of agriculture, and follow the road of intensive collectivization. The two-tier management system based on the household land contract system is determined by China's current situation. It is one of the most important results of the rural reform, which has been proved the right choice by the practice of China's agricultural and rural reform.At present, to uphold and carry out the two-tier management system, we must rely on improving collective unified management to solve the problems the agricultural household contract management can not resolve by itself. Unified management of agricultural collectives is the objective requirements of China's agriculture modernization practice. Unified management of agricultural collectives has gone through a tortuous path of development, and in reality there are many deviations in practice. Deviations in unified management of agriculture collectives are caused by lots of factors, such as System deficiencies in rural areas, Agriculture Organization of barriers, and lack of support for agricultural protection. To improve the unified management of agriculture collectives, it is necessary to carry out institutional innovation and organizational innovation, enhance the economic strength of the rural collective economic organizations and raise the level of peasant organizations.This article is divided into four parts. The first part defines the concepts of of the modernization of agriculture and unified management of agriculture collectives. The second part recalls the evolution of unified management, sums up its effects on China's agriculture modernization, and proves the necessity for the unified management of agriculture collectives. The third part is the core of this article, which analyzes deviations that exist in the practice of the current unified management of agriculture collectives and also the reasons. In the fourth part some measures are proposed for collective unified management.
