The rapid growth of offshore service outsourcing has become the latest trend of globalization. The reason for the rise of this industry is the deepening of the economic division of labor. Bangalore city is one of the world's famous service outsourcing cities, leading the development of service outsourcing in India in the past dozen years. And Shanghai, the economic center of China, has also been ambitious about the industry in recent years despite a late start. Because of the advantages on human resources, infrastructures, living environment and supporting industries, Shanghai city has initially formed a certain scale of the service outsourcing industry, making itself the biggest service outsourcing base in China.Shanghai Municipal Government has proposed the target of developing the modern service industry and advanced manufacturing, hoping to lead the economic development of the whole, to achieve a strategic transformation. No doubt the decision under this background has an important impact on economic development. As a typical modern service industry, the development of service outsourcing industry in Shanghai is of great important in economic restructuring.This paper is divided into four parts. Part 1 is a brief introduction of relevant domestic and international research about the service outsourcing industry, and also research methods in this article. Part 2 discusses the relevant theoretical basis of development of service outsourcing industry, and also proves the necessity and future prospects of the industry. The third part conducts a comprehensive comparative analysis of the Shanghai and Bangalore, especial the structure and the policies environment. Part IV sums up experience basing on a comparative analysis of previous attempts, to find some inspiration, concludes the corresponding measures, and finally suggests the prospects for further research.
