Heilongjiang Province High Technology Industry Technology Innovation

During exploring economy sustainable development, the importance of technology innovation is aware by all countries in the world. In recent years, main position of small and medium-sized enterprises in technology innovation has been widely accepted, and all countries have introduced corresponding support policies to promote the innovation ability of small and medium-sized enterprises.Firstly, owing to the lack of relevant studies in high-tech industry’s core competitiveness area, we define the core competitiveness of high-tech industry. Then we analysis it’s features and factors and the core competitiveness of high-tech industry is divided into technological innovation capability, output capacity, and environmental support.Secondly, we build the evaluation system of core competitiveness of high-tech industry, including R & D investment, innovation,core production capacity, core market capacity and so on. Then we establish a model to appraise the core competitiveness of high-tech industry.Thirdly, we give a introduction of High-tech industry in Heilongjiang Province. In this part the course of development of high-tech industry in Heilongjiang Province is divided into three stage:the initial stage, the expansion phase and breakthrough stage. We analysis the current environment that the high-tech industry in Heilongjiang Province is faced with.Finally, we appraise the core competitiveness of high-tech industry in 26 provinces with the collected data. Then we provide several proposals to increase the core competitiveness of high-tech industry in Heilongjiang Province.
