Chengdu Urban And Rural Development Institutional Innovation Research

The system which comes into being since the foundation of the country and still brings the maintenance of the urban-rural binary structure into play is the biggest obstacle of the overall planning for the economic and social development of both urban and rural areas. Not abolishing these systems, it is impossible to make an overall plan for the development of both urban and rural areas. At the same time, only building a new system being good for the overall planning for the development of both urban and rural areas can it provides the strong support of system for the economic and social development of both urban and rural areas. Therefore, it is of great theoretical and practical value to research on the system innovation problem of overall planning for the development of both urban and rural areas systematically and deeply. It is beneficial to resolve the overall planning for the economic and social development of both urban and rural areas, it will correct the old strategies and systems thoroughly which lead to the unbalanced development of both urban and rural areas, it will benefit resolving three-agricultural problem thoroughly. To change the urban-rural binary structure,it will make all the people become rich together, will fast the process of the overall building of well-off society. The dissertation researches on the system innovation practice in promoting the overall planning for the development of both urban and rural areas in Chengdu, which is National Co-ordination of urban and rural comprehensive reform experimental zone. It sees through the system innovation theory by macro-view, which is the theoretical foundation; it provides the real basis through the choice of way and effects of the system innovation of overall planning for the development of both urban and rural areas in Chengdu; it draws a conclusion that overall planning for the development of both urban and rural areas is the heart of resolving the three-agricultural problem, system innovation and the realization of overall planning for the development of both urban and rural areas. Meanwhile, combining with the reality, the dissertation designs the system of realizing the overall planning for the development of both urban and rural areas from the aspects of the household registration system, the land system and the social security system. The dissertation means to study the practice of the overall planning system in Chengdu and sum up the experience, to come up with the way of system innovation of the overall planning for the development of both urban and rural areas which is applicable to other areas, to promote the research on the theory of overall planning for the development of both urban and rural areas.
