Three-agricultural problem is a heavy issue in China today not only because it is the eyes- and mind-shocking reality but also because it is the result and expression of serial complicated social problems. Therefore, it has been a century-long tough problem. China has accelerated her pace on the track of modernization during which three agricultural problems (agriculture, rural areas and farmers) pose as a factor in hindering China from achieving harmonious development in an all-round way. Moreover, China's fundamental realities have determined that three-agricultural problem is inevitable and in urgent demand for resolution. As a result, it becomes the focus and hot topic of the public. Experts in this area have contributed a lot of opinions and strategies by producing publications and point-views. However, preterit researches were barely within the limits of economic and social policies, with no reference to political characteristics of the problems. The collective leadership of the three generations of the CPC has made unremitting efforts, though; it is not until the new collective leadership that the China is at the dawn of the way to solve three-agricultural problem.
