Nowadays times, talented person are not only the most precious resource and the rarest wealth, but also the decisive factor of enterprise uninterrupted growth. How to attract talented person, firmly remaining talented person, and make talented person do one's best, is the key to develop our country non-governmentally operated enterprise, especially small and medium non-governmentally operated enterprise. If want develop, they must take talented person seriously and build right away sucking accepting and stimulating mechanism, adopt the effective means attracting more talented person, especially middle and high-level talented person. Large amount of practice indicates that non-governmentally operated enterprise grow from childhood to adult, must depend on forceful talented person. But, at present, talented person especially middle and high-level talent, is become the bottleneck of development for non-governmentally operated enterprise. In the area of suffering "5.12"Wen Chuan earthquakes, non-governmentally operated enterprise is confronted with urgency reconstructing mission. It is a big problem for them to introducing and reinforcing middle and high-level talented person.Surround this proposition, this thesis use local investigate method, adopt an interview and a questionnaire to survey a lot of non-governmentally operated enterprise in entire area. As a result, we found the actual situation about induce talented people in small and medium non-governmentally operated enterprise of disaster area, and we suggest that high-level talented person introduces tactics. We also analysis the situation about the talented people induce in small and medium non-governmentally operated enterprise. So the small and medium non-governmentally operated enterprise of disaster area make clear that the significance and tactics of introducing middle and high-level talented person. The enterprise can develop quickly.There is five parts in this thesis. In the fires part, it shows a few basic concepts and brings forward the thesis relevance background and studies an agent. In the second part, investigation and current situation being hit by high-level talented person current situation and introducing a countermeasure from small and medium non-governmentally operated enterprise of Guang Yuan City economic development zone are analyzed. In the third part, small and medium non-governmentally operated enterprise of put forward Guang Yuan City economic development zone, high-level talented person introduces tactics studying a conclusion. In the forth part, points out the government attracting talented person aspect in small and medium non-governmentally operated enterprise of disaster area responding to the positive role bringing into play. In the fifth part were the conclusion and the blue picture.
