After the Earthquake of Wenchuan2008, the party central committee had decided to establish the "counterpart aid policy" according to the principle of "a province aids a heavily-earthquake-striken county" in order to help the earthquake striken area come back to regular life. According to the requirement of the party central committee, the relevant provinces and municipals began to help the counterpart counties with the reconstruction of public basic facilities, residential communities and helped with the economy management planning. Other than overcoming peoples’basic living difficulties and providing contemporary residence in the areas, the economy cooperation and technical direction were also offered to help the area recover and develop the economy. The national government has refreshed and developed the economy of the earthquake-striken area, combining the government direction and the full-scaled mobilization of social resources and fully taking the advantage of the socialism institution. These activities and measures greatly functioned in the society stabilization, economy development and life-quality improvement in the earthquake-striken area. Rural area was the weakest to endure the damage of the earthquake, the widest to be influenced and the worst to be striken. Its recovery needed strong support of the multiple policies. The "counterpart aid policy" has great effect on many aspects, such as the reconstruction of public basic facilities and rural communities, the redesigning of the production infrastructure, the development of the agriculture, the increase of the economy, the direction of the social investment and the consolidation of the recovery.However, after three years of the reconstruction, the counterpart provinces have transferred a large amount of national capitals to the local government. A new topic is that how these capitals can be managed properly to maintain and even increase their value. Because this earthquake has led great loss in a wide enough area to form a scattering of the capitals in the reconstruction, the scientific and effective management of these capitals is needed to maintain and increase the value, and also to function with leverage effect to promote a continuous development of the economy and society.Base on a purpose of how to effectively manage the capitals to achieve the above requirements after the transference of the capitals, the present study combines the capital management theory and the result from the field research, roughly finds out a tetra-dimension and tri-dimension of the management models, and comments on the effect on capital value increase and the farmers’income increase of the different models. It is also discovered that the continuous investment is not motivated well, the source of financing is not wide, the monitor of the management is not effective and the market institution is not complete. Finally, suggestions are made to advise on the better management of the capitals in the reconstructed area.
