Along with the development of economical global integration, the source sharing and Enterprise Application Integration (EAI) under the open network environment becomes the focus of business application area. Web Services has been recognized by the science and industry because of the features such as loosely coupled, standard protocols and high degree of integration it possesses. In order to make fully use of the existing Web Services on the internet, it is necessary to composite several services to provide more powerful functions. To this problem, this paper deals with markup languages in Semantic Web and its application in Web Services. A dynamic composing framework of Web Services based on Semantic Web is designed and applied in a Logistics Management Information System to verify its functions.Firstly, this paper makes an intensive study of Semantic Web, describes the Web Services using OWL-S (Web Ontology Language for Services) combines with ontology theory and Web Ontology Language. At the same time, this paper makes semantic mark of the input and output parameters of the service to realize the semantic level information exchange which is based on the parameter-level domain ontology and its inference ability.Secondly, a dynamic composing framework of Web Services based on the Semantic Web Services is designed on the principles of Semantic Web Services. The framework analyses the WSDL description of the service it received, loads the parameter-level domain ontology and generates the compositing plan. A synthetic service which meets the requirement of users can be generated by compositing the relevant services in accordance with the plan. After executing the synthetic service, a result can be returned to user.Finally, a Semantic Web Services based prototype system is built taking a Logistics Management Information System as its application background. Through the system testing and use case analysis, the validity and applicability of the dynamic composing framework of Web Services are verified.
