Today China has joined in WTO for more than 8 years. Economic globalization Entered a new era. Technology is the key to competitive. Meanwhile Science and technology become indispensable in people's daily life. Science and technology play an important role in people's daily life. Science and technology make people's lives more and more facilitate. Clearly, the two aspects promote the rapid development of the science and technology. The development of the technological depends on the professional and technical personnel. Professional and technical personnel are increasingly becoming the object of competition for all enterprises. Managing and motivating them is the key in the competition among the enterprise's competition.Incentive and the needs are two closely related questions, the effective incentive mechanism are set on meeting the basic needs of professional and technical personnel. The need is closely with the environment. The people in different environment has different need, then there are different incentive system.The author survey 145 professional and technical personnel in 22 enterprises in M County which Located in the suburb of Beijing, the author survey the incentive features of the content of professional and technical personnel, which based on actual questionnaire survey data. The enterprise needs to analysis the characteristics and the relevant incentives deeply, then combines the incentive mechanism with the demands characteristics of professionals and technical personnel, to protect the business of the incentives well-runes internal environment and external environment, the Government policies and measures are given suggestions for improvement.China's academic incentive for research personnel, mainly from the performance management of personnel to the point of view of incentives put forward concrete measures and solutions. Professional and technical personnel of enterprises incentives and mechanisms is not a lot of research, especially the research from view of the demand for the professional and technical personnel in enterprise even less, this study is to do something in this. the authors suggest that the Conclusion has a reference value for the enterprise in the suburbs of Beijing.
