Our country had experenced so much in the past 2008. There were two serious Public Crisises during the year, such as Snow Disaster at the beginning of the year, and "5.12" Earthquake in Wenchuan. In the early years, there were also SARS and Bird-ful attacked the country. As to international range, almost every country in the world are focus on establishing related recovery strategy. Emergency Logistics occurred in this situation. According to this field, China has released a lot of cases successively. In this circumstance, it's very necessary to dedicate in this topic.It would threaten lives or even the safty of the country if we can't gather the anti-crisis logisics to the crisis locus, it would lead to an unwilling end. In this paper, use "5.12" earthquake as an example, mentioned that, in order to make a quick response to a crisis affair, we should consider about quick-logistic. Making a joint thought of both use and reuse materials, locating a switch transit strategy, are all very useful during a crisis situation. This paper offered a math model as a reserching foundation to this kind of situations.
